Innovative Market Strategies Program
Exploring novel approaches to modernize and reduce the carbon footprint of buildings is necessary to meet New York’s climate goals. Funding through the Innovative Market Strategies Program is supporting replicable and scalable approaches to building decarbonization.
Implementing new strategies to transform New York’s buildings for a low-carbon future will spur clean energy job growth across the State, bring more predictable energy costs, and create healthier homes and workplaces.
NYSERDA accepted proposals through July 2022 for innovative approaches with a pathway to scale for:
- Decarbonization of heating loads
- Low-carbon solutions for Disadvantaged Communities
- Load flexibility
Proposals could focus on more than one solution area and were awarded based on how they advance the State’s energy goals and other evaluation criteria.

These spotlights show how NYSERDA investment is helping identify tech, data, finance, and community-oriented approaches to solve familiar problems in the marketplace in new ways, while removing barriers to clean energy access.

An easy-to-use, energy efficiency e-commerce platform integrates decision making, credit financing, and rebates for income-qualified New Yorkers.

Developing new, data-driven underwriting standards with the goal of improving lending opportunities for low-carbon multifamily housing projects.

An innovative proof-of-concept benchmarking platform is studying the feasibility and scalability of collecting commercial building occupancy data.

Engaging with community institutions, with a focus on disadvantaged communities, to develop tailored plans to implement clean energy retrofit projects.

Sustainable Finger Lakes
A heat pump pilot study aims to learn about and address the split incentive barrier for making clean energy upgrades in 1–4-unit rental buildings.

A pilot project will explore the viability of partial electrification paired with demand response as a bridge solution to full electrification for medium-sized multifamily buildings across the state.
