The transportation sector accounts for approximately one third of the State’s greenhouse gas emissions, with road transportation representing most of the emissions. While zero-emission technologies, such as electric vehicles (EV), are being adopted at an increasing rate, new solutions are needed to accelerate EV deployment, advance mobility alternatives, and decarbonize hard-to-electrify modes of transit.
New York is rising to the challenge by supporting innovations that enhance public transit access, improve efficiency, reduce congestion, and diversify e-mobility and low-carbon transportation options.

Transition to Zero-Emission Vehicles
Battery-electric. Plug-in hybrid. Hydrogen fuel cell vehicles. All these zero-emission vehicles (ZEVs) are charging New York toward a sustainable transportation system. Converting from gas-powered vehicles also improves air quality and provides financial savings on fuel and maintenance costs.
New York will require 100% ZEV sales for light-duty passenger vehicles and off-road vehicles by 2035 and medium- and heavy-duty vehicles by 2040. Businesses, public entities, and institutions can access incentives and technical assistance to convert their fleet and install charging and hydrogen fuel stations.

- NY Truck Voucher Incentive Program: Provides vouchers and discounts to purchase or lease medium- and heavy-duty ZEV fleet vehicles, including battery electric or hydrogen fuel cell electric vehicles.
- Drive Clean Rebate: Offers rebates of up to $2,000 for new electric vehicle purchases or leases that may be combined with a Federal Tax Credit of up to $7,500.
- Charging Station Programs: Includes funding opportunities and incentives from New York State and utilities to install charging stations and hydrogen fuel filling stations.
