Funding Opportunity Tier 4 Program
The Public Service Commission’s October 15, 2020 Order [PDF] established the Tier 4 Program within the Clean Energy Standard (CES). This first‐of‐its‐kind program is aimed at addressing the imbalance of renewable energy access within the State’s grid. Tier 4 program, administered by NYSERDA, procures renewable energy attributes in the form of Tier 4 Renewable Energy Certificates (RECs) which are tied to the delivery of renewable generation in New York City. Tier 4 is an innovative approach to supporting the development of transmission infrastructure at the state level while also providing clean energy to the State’s most challenging load center.
2024 Tier 4 Request for Proposals (5481)
The New York State Energy Research and Development Authority (NYSERDA) was seeking a contractor with experience and expertise in business requirements definition, needs assessment, conceptual design, information technology (IT) architecture, dynamic data acquisition, and analysis to support the Large-Scale Renewables (LSR) team with the development of key aspects of the Tier 4 verification and settlement processes. The RFP objectives are to: facilitate stakeholder engagement, identify key business requirements, create a data inventory, develop a conceptual design and a functional specifications document. The final conceptual design and functional specifications will be suitable to support the development of a subsequent Request for Proposals (RFP) for services to develop, implement and manage a streamlined settlement process using a digital, automated Tier 4 Renewable Energy Certification (REC) contract compliance and verification system.
