Performance Path Enforcement Manual

This manual is a resource for code enforcement officials to help the review of construction documents designed to comply with the New York State Energy Code using ASHRAE 90.1-2013, Energy Cost Budget Method or Appendix G, Performance Rating Method. Projects permitted using an energy performance compliance method—which accommodate performance trade-offs between building systems and require comparing the modeled performance of a proposed building to a standard reference design—present code officials with unique Energy Code enforcement challenges and high variability in review criteria. This manual provides detailed guidance for effective and efficient performance path plan review. Also included as a companion spreadsheet is the “Review Checklist [XLS]” to prioritize the plan review scope, document results and provide comments to the permit applicant, along with a Performance Path Calculator [XLSM].

New York State Energy Code Manual for Design Professionals

This manual is a helpful resource for building professionals needing to design a project that complies with New York State Energy Code. This manual translates the Energy Code into actionable insights and guidance. While this manual incorporates information that is consistent with good design practice, it is not intended to be a complete design resource. It does not comprehensively address all Energy Code requirements or other areas of design beyond energy efficiency. This manual focuses on the current New York State Energy Code—regulating all new construction and most additions, alterations, and renovations—which took effect October 3, 2016.
