Advancing Solutions for Heating and Cooling Retrofits in Multifamily Buildings
Developing innovative solutions and scaling the adoption of zero-emission technologies are essential to decarbonizing New York’s existing building stock. To address these challenges, NYSERDA is supporting product development and field demonstration of room-based heating and cooling decarbonization solutions through the Clean Heat for All: Packaged Terminal Heat Pump (PTHP) Program.
Driving Innovation Through Market Partnerships
NYSERDA is seeking to partner with heat pump manufacturers to develop PTHP solutions and multifamily building owners and operators interested in hosting PTHP demonstration projects through the PTHP Program.
Manufacturer Partnerships and Funding
The PTHP Program offers funding for heat pump manufacturers capable of developing, demonstrating, and scaling production of cold-climate PTHPs that can serve as superior retrofit solutions for multifamily buildings without requiring intrusive building envelope work or electrical infrastructure upgrades.
PTHP products developed with program support will provide an efficient clean heating and cooling solution that delivers improved comfort and indoor air quality for New York residents. PTHP products developed under the program will aim to replace existing equipment that is commonly used in multifamily buildings and fall in one or more of the following three categories:
- Standard Size Packaged Terminal Air Conditioning (PTAC)
- PTAC in Hydronic Cabinets
- Through-the-Wall Air Conditioning

Up to $1,250,000 per PTHP product is available for product development and field demonstration support.
- Product Development Grant Funding: Up to $250,000 per product, per manufacturer, is available to support new product development or modification of existing packaged terminal heat pump equipment.
- Demonstration Project Funding: Up to $1,000,000 per product, per manufacturer, is available to fund the demonstration of the new PTHP product, including NYSERDA purchase of PTHP prototypes, product installation, and project management costs.
Multifamily Demonstration Sites
NYSERDA is actively working to identify multifamily properties to host field demonstrations of new PTHP products as they are developed. These PTHP products are intended to be scalable and replicable solutions for property owners and building operators preparing for building decarbonization or planning ahead for Local Law 97.
Applications to be included in a pool of qualified demonstration site partner will be accepted on a rolling basis beginning in early 2025. Awarded heat pump manufacturers will select demonstration partners from this pool and collaborate on the development and implementation of demonstration projects.
Manufacturer and Building Owner Program Launch Workshop Series
NYSERDA invites interested manufacturers, building owners, and technical advisors to join an in-person workshop series, with events in January 2025 and February 2025.
The Program Launch Workshops are intended to support the development of partnerships between building owners and manufacturers and create a direct channel for building owners to give feedback on proposed equipment specifications to participating manufacturers.

How to Apply
To apply for funding, manufacturers must submit a proposal by 3 P.M. on February 20, 2025.
In early 2025, multifamily building owners and operators can apply to become a qualified demonstration partner.
NYSERDA is hosting an informational webinar on Thursday, December 12, 2024 11:00 AM - 12:00 PM for interested manufacturers and multifamily building owners and operators to learn more about the PTHP Program. The webinar will review the proposal submission process and solicitation requirements and address participant question.
