NYSERDA in collaboration with environmental justice organization UPROSE, offshore wind workforce development partners, offshore wind developers, the Building and Construction Trades Council of Greater New York & Vicinity (NYC BCTC), and the NYC BCTC’s affiliated local construction unions welcomed members of the public to this in-person event in Sunset Park, Brooklyn. At this free event, attendees learned about offshore wind development in New York State, including how unions are working on offshore wind, how to pursue entry into union training and apprenticeships, and envisioning climate justice and a just transition in New York.

New Jersey Economic Development Authority (NJEDA) and New York State Energy Research and Development Authority (NYSERDA) hosted an Offshore Wind Supplier Forum in Atlantic City. This event convened the regional offshore wind industry with local businesses looking to supply its products and services to projects on the East Coast. There were several sessions on supply chain development and ample opportunity for networking. The event connected local businesses to opportunities in offshore wind and helped build the knowledge and relationships required to be successful in the industry.

Webinar: 2024 Offshore Wind Request for Information (RFI) & Supportive Manufacturing and Logistics Request for Proposals (RFP)

May 7, 2024

This webinar discussed the details of the 2024 Offshore Wind RFI and the Supportive Manufacturing and Logistics RFP.

Advancing the offshore wind industry in New York State by leveraging private investment and generating long-term economic benefits, the Supportive Manufacturing and Logistics RFP (the RFP) seeks to award up to $200 million in grant funding to port infrastructure and/or supply chain manufacturing projects. The RFP is NYSERDA’s first solicitation focused exclusively on developing the offshore wind supply chain, and offers separate evaluation tracks for projects developing logistical port infrastructure or supply chain manufacturing. This RFP is being issued to complement the build out of the Offshore Wind Standard program and in recognition of the critical role the supply chain plays in attaining the goals of the Climate Act.

Additionally, NYSERDA seeks stakeholder feedback on the timing and design of the fifth offshore wind solicitation planned for summer 2024. The RFI suggests procurement of an anticipated minimum of 2,600 megawatts of offshore wind generation coordinated with local and private investments in New York-based offshore wind supply chain infrastructure through a pre-qualification process. Subsequently, NYSERDA intends to issue a $300 million Major Component Manufacturing Supply Chain RFP to bolster New York State’s goals of developing 9,000 megawatts of offshore wind energy by 2035 and achieving economy-wide deep decarbonization by 2050.

New York | New Jersey Offshore Wind Supplier Forum

January 11, 2024, New York Marriott at the Brooklyn Bridge

New York and New Jersey are leaders in building a domestic supply chain and the workforce the offshore wind industry will need. Both states have ambitious but achievable commitments to decarbonization and are making significant investments in the development of critical assets like ports, primary components and training programs. The 2024 Supplier Forum focused on the current state of the offshore wind sector. Attendees gained insight into New York and New Jersey's programs and heard from U.S. companies successfully navigating the market and delivering services and products to offshore wind projects and onshore infrastructure assets. Attendees also heard from experts as to the macro-economic conditions that have caused disruption to projects in the U.S. and around the globe. Additionally, suppliers had the opportunity to engage one-on-one with buyers for these active projects, as well as with developers with active lease sites in the New York-New Jersey Bight and beyond.

Introduction to NY3 Awarded Offshore Wind Projects

In this webinar, NYSERDA’s Offshore Wind team was joined by the developer teams of the three offshore wind projects awarded as a result of the State’s third offshore wind solicitation – Attentive Energy One, Community Offshore Wind, and Excelsior Wind. In this webinar, Drashya Goel and Patrick Sanguily with Spinergie discussed how offshore wind farms are constructed, including a breakdown of the vessels involved, construction timelines, procurement challenges, regulatory considerations, and how data can inform entry into the industry. Spinergie is a SaaS platform that uses advanced data models to create intelligence for offshore wind and other maritime sectors. Drashya has 5 years of experience analyzing trends in offshore energy developments, especially offshore wind, and Patrick has over 13 years of experience in applying technology to energy supply chains.

In this webinar, Doug Nowacek (Duke’s Nicholas School for the Environment) and Nick Sisson (NOAA Fisheries) discussed potential risks to marine mammals from offshore wind development, regulatory processes that pertain to interactions with marine mammals, and new research to inform responsible development. A University Professor at Duke, Doug Nowacek has focused on the bioacoustics and behavioral ecology of marine mammals, primarily cetaceans, for over 30 years, and his work also includes technology development for marine conservation research. Nick Sisson is a Marine Resources Management Specialist in the Protected Resources Division at the NOAA Greater Atlantic Regional Fisheries Office. His work focuses on evaluating the effects of offshore wind energy projects on ESA-listed species.

The 2022 Offshore Wind Supplier Forum, hosted by NYSERDA, facilitated the introduction and networking between existing offshore wind suppliers and local service, component, and material providers. This forum focused on the Wind Turbine Package – nacelle, rotor blades and tower. Companies had the opportunity to learn about the procurement process, qualifications as a supplier, and sub-components of each primary component. Additionally, suppliers engaged one-on-one with Buyers of the turbine package and other components.

Learning from the Experts: Research Priorities for Offshore Wind

In this webinar, Carrie Cullen Hitt, the Executive Director of the National Offshore Wind Research and Development Consortium (NOWRDC) discusses the research priorities for offshore wind. The National Offshore Wind Research and Development Consortium was formed in 2018 to address research priorities for offshore wind. DOE and NYSERDA each provide $20.5 million to fund high-impact research projects that lower the costs of U.S. offshore wind. State agencies in Maryland, Virginia, Massachusetts, Maine, and New Jersey have since joined, resulting in a total investment of around $48 million. NOWRDC’s members include major entities in the offshore wind industry. To date, NOWRDC has awarded 46 research projects, five of which are specifically focused on transmission. This session provides a brief overview of the categories of all NOWRDC projects, with a specific focus on transmission and grid related activities.

Josiah is a Senior Team Leader and Offshore Energy Assessment Lead managing a team of analysts performing wind resource and energy analyses in support of pre- and post-construction wind projects for development and financing. Since joining DNV in 2008 he has supported over 50 GW of wind projects, including 8 GW of offshore wind projects. Dr. Jeffrey M. Freedman is currently a Research Associate at the University at Albany, State University of New York’s Atmospheric Sciences Research Center (ASRC). As part of the Boundary Layer and Renewable Energy groups at ASRC, his main research focus is on renewable energy and atmospheric boundary layer processes.

Michelle has been with BOEM for 26 years and has coordinated dozens of environmental impact statements and assessments for BOEM's oil and gas and renewable energy programs. Jessica has been working in the Office of Renewable Energy Programs (OREP) at BOEM since 2009. Starting in August 2021, she will be participating in a 4-month detail as the Acting Chief of the Engineering and Technical Review Branch in OREP, where she will manage an interdisciplinary team responsible for reviewing submitted plans and reports.

Offshore Wind, Youth Leadership, and Environmental Justice Listening Session

Thursday, November 5, 2020, 5:30 p.m. – 6:30 p.m.

NYSERDA hosted a webinar to bring together leaders, activists, and advocates working at the intersection of youth leadership and environmental justice to discuss the future of offshore wind and its implications for local communities. Under Governor Andrew M. Cuomo’s leadership, New York’s Climate Leadership and Community Protection Act is paving the way for an ambitious transition to clean energy that will spur thousands of clean energy jobs and healthier environments for communities across the State. This virtual event explored the role of youth leadership in advocating for a just transition to a clean energy economy, including the development of offshore wind, and will help shape a forthcoming NYSERDA-sponsored program engaging young people in offshore wind.

NYSERDA hosted its Summer 2020 Public Webinar to offer updates on the development of offshore wind in New York State. This webinar covered New York’s announcement of the largest combined solicitations for renewable energy ever issued in the U.S. to combat climate change. This included up to 2,500 megawatts offshore wind with a complementary multi-port infrastructure investment that will bring New York’s total commitment to more than $400 million in public and private dollars for port infrastructure since last year. The webinar also included updates on the Clean Energy Standard White Paper published on June 18 that advances the framework to implement the state’s climate law and decarbonize its power sector. Included is a proposed procurement trajectory to develop 9,000 megawatts of offshore wind power by 2035, as well as regional and industry updates, stakeholder engagement activities, updates from the National Offshore Wind R&D Consortium, and new studies and surveys. Offshore Wind Technical and Training Workshop
November 15, Farmingdale State College

This workshop was an opportunity for local businesses, training providers, labor organizations, and educators to coordinate with offshore wind developers, component manufacturers, and service suppliers to identify the technology and training needs of Sunrise Wind, Empire Wind, and future offshore wind projects in the region. The workshop also set the stage for New York’s $20 million Offshore Wind Training Institute, which will provide benefits to workers across New York State through new job training programs, tailored college curriculum, and enhanced academic research opportunities.

New York Offshore Wind Public Webinar

NYSERDA hosted two public webinars to discuss New York’s offshore wind announcement totaling 1,696 megawatts. In addition to updates from NYSERDA on the announcement and accompanying state initiatives, representatives from project developers Empire Wind (Equinor US Holdings, Inc.) and Sunrise Wind (Bay State Wind LLC, a joint venture of Ørsted A/S and Eversource Energy) – the two projects selected for contract negotiation – presented details of their project proposals, including proposed port facilities, economic and community benefits, and plans for future public engagement.

Other topics covered included the 9,000-megawatt offshore wind mandate enacted by the Climate Leadership and Community Protection Act and updates on the offshore wind Technical Working Groups and National Offshore Wind Research and Development Consortium.

The Alliance for Clean Energy New York held their 10th annual fall conference and membership meeting to discuss the opportunities and challenges for achieving 50% renewable energy and a clean energy future for New York State. Greg Matzat, senior advisor of NYSERDA’s Large-scale Renewables participated on a panel discussion about Clean Energy Standard Implementation Issues.

AWEA Offshore Windpower 2016, Warwick, RI, October 25-26, 2016
The American Wind Energy Association (AWEA) Offshore WINDPOWER 2016 Conference & Exhibition program gathered top developers and experts in offshore wind energy to define the next steps in maintaining a positive trend for the industry. The conference focused on analyzing new developments, examined the latest lessons learned, and highlighted the best areas for potential cost reductions. John Rhodes gave a presentation discussing NYSERDA’s offshore wind initiatives and Offshore Wind Master Plan. Greg Matzat participated on a panel discussion that focused on states policies and market drivers that are increasing demand for offshore wind energy and to those states and regions that are in need of such policies to move offshore wind development forward.

NYSERDA provided details on its participation in the U.S. Department of Interior’s Bureau of Ocean Energy Management’s auction for a commercial offshore wind energy lease off the coast of Long Island.
